LOCAL PILOT PROJECT OFFICER

Manchester’s Local Pilot (Pilot) aims to build healthier, more active communities, and test new approaches that can develop a blueprint to find solutions that increase activity levels. It’s part of the Greater Manchester Local Pilot, which is one of twelve pilots across the country funded by Sport England.

MCRactive leads the Pilot work in Manchester.  An opportunity has arisen to cover maternity leave for the Local Pilot Project Officer. The postholder will oversee the place-based work with a focus on specific geographies* and demographic groups within Manchester. They will also work alongside and support colleagues on the Pilot’s other workstreams (walking & cycling and community engagement programme). The focus of the role is to implement and deliver schemes of work developed through engagement with residents, partners and stakeholders, and provide operational support for the Pilot.

We are looking for a candidate who can demonstrate experience of developing and maintaining positive relationships, with a wide range of key stakeholders and local communities. They should have excellent organisational skills to manage the day-to-day operations of the Pilot and experience in managing multiple projects. We’re looking for a person who is passionate about making a difference to a place, and comfortable with testing new ideas and approaches to physical activity and movement in its widest possible sense.

This position is full time (35 hours per week), however requests for part time hours or job share will be considered. The cover is for 12 months with a possible extension of a further 4-6 weeks.

The starting salary for this post is £30,451 per annum based on full time hours.

Main Purpose of Post

The Project Officer plays an important role in both the early implementation and the ongoing delivery of the schemes of work emerging within Manchester’s Local Delivery Pilot (LDP).
The central focus of the role includes flexible project management of the LDP in both the initial pre-proposal stage and thereafter as the LDP begins to focus on specific geographies and demographic groups within Manchester.
The facilitation of resident, partner and stakeholder engagement will also play a key part to this role, and so the Project Officer will develop and maintain positive relationships with key stakeholders and local communities in the LDP and be the point of contact into the programme for relevant community groups and interested parties.

Main Duties and Responsibilities

  1. Project manage the administrative and engagement components of Manchester’s LDP.
  2. Collate and analyse relevant data and insight for Manchester’s LDP.
  3. Facilitate early engagement in Manchester’s communities, using an Our Manchester approach, prior to Manchester’s project submission to Greater Manchester and Sport England, and continued community engagement post-submission as the pilot work roles out.
  4. Coordinate and produce an advanced draft of Manchester’s submission for its proposal for the LDP.
  5. Engage with local people to ensure they have their say; involve local people, partners and stakeholders in co-production of plans, delivery options and potential service changes.
  6. Write update reports for LDP partners.
  7. Coordinate meetings of LDP partners and stakeholders, including agenda setting and minute taking.
  8. Liaise with and support evaluation partners for the LDP programme.
  9. Provide feedback to Greater Manchester and the wider LDP network, as required.
  10. Support in the research of theory and best practice approaches to community development and physical activity interventions.
  11. General administrative duties required for the LDP in Manchester.
